The Ministry of Defense of Ukraine has instructed military medical commissions to reconsider the conclusion "limited suitability for military service" for conscripts. About this on your page in Facebook wrote people's deputy Oleksiy Honcharenko and published a scan of the document.
According to the order of the Ministry of Defense, heads of military medical commissions of regional and Kyiv city territorial recruitment centers were instructed to reconsider the conclusions of the VVK for those liable for military service for whom a conclusion was made on their limited suitability for military service (clause "B") before declaring them unfit for military service due to illness.
Earlier, the head of the Parliament's Verkhovna Rada Committee on National Security, Defense, and Intelligence, Oleksandr Zavitnevich, said that there are about 200,000 people with disabilities in Ukraine, that is, conscripts who received a "white ticket" or "limited suitability for military service, and who may be called up for military service, in the event of war.
In November 2022, Deputy Defense Minister Hanna Malyar announced that the Ministry of Defense planned to conduct a medical examination of conscripts who received a "white ticket" for health reasons in order to determine their suitability for service in the rear.
On May 15, 2023, the Ministry of Defense of Ukraine reported that the military registration and enlistment offices had already begun summoning conscripts and reservists who had previously received a "white ticket" for medical reasons for a medical examination.
In May 2022, after the start of the Russian invasion of Ukraine, President Volodymyr Zelensky signed a decree on general mobilization in the country. According to the decree, during the period of martial law, conscription for military service during mobilization is carried out by summoning citizens aged 18 to 60 who are registered with military registration and enlistment offices and who are not subject to conscription for military service during mobilization.
In the event of martial law, citizens who were previously granted a deferral from conscription for military service are subject to conscription for military service during mobilization.
